Chartiers Valley School Board Hires Changemaker Superintendent, Tasked with Remaking Curriculum and Ensuring Fiscal Responsibility

The Chartiers Valley School District (CVSD) School Board held a special meeting on Thursday, October 24, 2024, and voted 6-3 to announce Dr. Daniel Castagna's appointment as its new Superintendent of Schools, effective January 2025.

Dr. Castagna brings a wealth of experience in educational leadership, fiscal management, and curriculum innovation, making him the ideal candidate to guide the district through its next phase of development.

Ahead of the decision, the school board actively sought community feedback during the hiring process for a new superintendent, recognizing the importance of local insights and perspectives. Through in-person forums and an online survey, over five hundred parents, students, teachers, staff, and community members provided feedback on the qualities and experiences most valued given the school district's current direction. 

This input proved invaluable, as it illuminated the community's priorities—to be most focused on prudent fiscal management, high student achievement, and related strong communication skills. By integrating this feedback into their decision-making process, the school board chose a superintendent whose skills and vision aligned with the community’s attributes and vision for the district’s future. The Board of School Directors wishes to thank all those who participated.

CVSD serves approximately 3,400 students from the communities of Bridgeville, Collier Township, Heidelberg, and Scott Township. Known for its academic and extracurricular programs, the district has faced challenges in recent years, including the need for modernizing its curriculum and managing financial pressures while maintaining high standards for student achievement. As the global workforce increasingly demands skills relevant to the new AI economy, Chartiers Valley is looking to reimagine their curriculum to ensure students are prepared for a rapidly evolving job market. According to a 2023 report from the World Economic Forum, the rise of artificial intelligence and automation is projected to affect 85 million jobs by 2025, shifting the skill sets required across all industries. Schools will need to equip students with competencies in AI, machine learning, and advanced technology literacy to stay competitive in this changing landscape.

Dr. Castagna’s distinguished career in education began as a classroom teacher before quickly ascending to leadership roles, including his tenure as Superintendent of West Mifflin Area School District and, most recently, Woodland Hills School District. At West Mifflin, Dr. Castagna’s leadership brought several accomplishments, including a significant focus on data-driven instruction and the expansion of STEM and technology programs, which helped improve student achievement. Under his leadership, West Mifflin also earned recognition for its fiscal responsibility, with initiatives that improved operational efficiency while maintaining educational quality. He also strengthened partnerships with local businesses to enhance vocational and technical training, providing more pathways to success for students entering the workforce.

His experience in turning around school districts and fostering educational innovation is exactly what we need to address our district’s challenges and opportunities.”

Most recently, at Woodland Hills, Dr. Castagna demonstrated a commitment to fiscal responsibility, overseeing the district’s first tax reduction in 41 years, lowering the millage rate, and building a record fund balance. Despite financial pressures, Dr. Castagna maintained and expanded key academic programs, including advanced robotics, music, and Advanced Placement courses, while increasing student enrollment. His balanced approach to financial management and student success has earned him recognition across the state.

“Fiscally responsible leadership isn't just about balancing budgets—it's about making tough decisions that allow us to invest in our students' futures while providing real relief to our communities,” said Dr. Castagna.

As part of his mandate, Dr. Castagna will lead efforts to update the district's curriculum to prepare students for the demands of the AI-driven economy. From expanding STEM programs to integrating AI and data literacy into the classroom, his leadership will ensure that Chartiers Valley’s students are ready to thrive in an increasingly digital world.

Contract terms for Dr. Castagna include a five-year contract with a base salary of $250,000. This is a competitive contract commensurate with the duties and responsibilities, as well as the high expectations of concentrating on student achievement and fiscal management.

The district extended heartfelt gratitude to Dr. Joseph Dimperio, who has served as interim Superintendent during this transition.    

“Dr. Dimperio’s leadership has been instrumental in navigating the district through a challenging period and ensuring that the focus remained on student achievement and district stability,” said Mariano.

Together, we will ensure that every student has the opportunity to thrive and succeed."
